Sherwood has allowed Holtby to join Fulham on loan until the end of the season the midfielder was not part of his plans at White Hart Lane despite good form when picked this season.
Former boss Andre Villas Boas rotated his team significantly each week but Sherwood has altered that mind-set and has his best XI in mind for each game.
Holtby is also in risk of losing his spot in the German national side ahead of the World Cup and so a loan move was the best option for him.
“I’m still trying to figure out what the problem is (at Spurs). In the summer we bought seven players, we had a lot of players of high quality in the team and it’s always difficult if you have to rotate.
“I’m still figuring out why it didn’t work out, because me and Jermain Defoe always linked up pretty well when we played in the Europa League.
“You want to be in the first eleven every week then suddenly you’re not and then the gaffer’s changed as well and there’s a change of system and you’re still not in the first eleven.
“I’m still looking for that answer why I didn’t get the run-out. Thankfully I’m happy to get the opportunity at Fulham to play at the highest level week in, week out and to show what I can do.”
