The Scottish international has carried his impressive goalscoring form into the new campaign by netting nine goals in seven appearances.
Wigan were linked with a move for the goal machine over the summer, as were a number of top tier sides.
If his form continues, it has been speculated that a number of big sides may look at a January raid for Rhodes, who is widely regarded as one of the top players in the Football League.
However, Blackburn coach Bowyer is adamant that his star man will not be allowed to leave Ewood Park on the cheap.
“It would have to be an astronomical offer because the owners have said to me he wouldn’t be for sale,” Bowyer told The Mirror.
“Goalscorers are worth their weight in gold. When I was offered the job, my first question was about Jordan and they said, ‘No, we’re not selling him’. Figures of £6.5m were mentioned in the summer, but he’s got better, so how does that make economical sense?
“When the window closed and we knew he wasn’t going to be sold, it gave everybody in the club a lift. No doubt when we get to January it will all start again.”
The 23-year-old signed for Blackburn last year from Huddersfield in an £8m deal after netting almost 90 goals in 148 outings for the Terriers.
