The 23-year-old was once considered to be one of English football’s bright hopes, yet a 2012 move to the Etihad Stadium from Goodison Park has failed to work out for him.
With just nine league starts to his name last term, Rodwell is now ready to leave City in a bid to get his career back on track.
This has alerted his former club Everton and Newcastle, who are both keen to give him the platform to improve.
Rodwell came close to joining the Toffees in January before the Sky Blues pulled the plug on a loan deal after failing to sign Fernando from Porto.
The Magpies were also keen at that time and are ready to rival the Merseysiders one again.
Everton appear to lead the way, with the midfielder hailing from the region and having spent much of his career at the club.
City are rumoured to be ready to let him leave as they step up their own plans, despite his home grown status.
