The 20-year-old reportedly had the chance to join Liverpool in the summer, but opted for a big money move to Paris St Germain, who spent £12million to sign him from Lille.
However, Digne has found first team opportunities hard to come by in the French capital, and looks set to miss out on Didier Deschamp’s World Cup squad.
Both Liverpool and Tottenham are concerned with their strength in the left back department, and Digne may well be tempted to make the switch to England in order to gain a regular spot at international level.
Big things were expected of the youngster, after he played a crucial role in the France Under-20 side winning the World Cup in 2013.
Both Manchester clubs and Barcelona have previously been linked with the full-back, who has been likened to established French internationals Gael Clichy and Patrice Evra.
Liverpool have been without first choice left back Jose Enrique for the majority of the season, while Aly Cissokho has failed to impress since signing on a season-long-loan from Valencia.
Meanwhile Tottenham would like to bring in serious competition for Danny Rose at left back, and in order to play Jan Vertonghen in his preferred position of centre back.
