United have remained keen on the Spaniard, and are set to launch a fresh move next month.
Gundogan is also seen as an option to strengthen Moyes’ midfield, with the German hailed as one of the Bundesliga’s finest talents.
Borussia Dortmund are far from keen to sell, but may be forced to do so if the German international pursues a move.
Baines remains the champions’ top target, with a long-term successor to Patrice Evra at left-back a priority.
The rampaging defender is thought to be keen to reunite with his former boss, which could open the door to a switch.
