The Baggies are understood to have made a lucrative offer to the Ivory Coast international, after having a bid of £2.6million accepted by Ligue 1 outfit Lille.
Kalou has been linked with a return to the Premier League for the majority of the summer, with West Brom and West Ham thought to be both fighting it out for his signature.
The forward has only been in France a year, having joined Lille last summer following his release from Chelsea.
But since the Baggies bid has been accepted, Kalou is reported to have stated he is happy in France and not looking for a move – news that has come as a shock to Baggies number two Keith Downing.
“It’s the first that I’ve heard of it,” Downing said.
“We’ve obviously stated an interest in him and had some negotiations and we’re hopeful that he will come to West Brom.
“We are still working to get players of his ilk to the club.”
West Brom have already brought in one forward this summer in the form of French veteran Nicolas Anelka, and are also thought to be pressing ahead with a loan move for Manchester City winger Scott Sinclair.
The deal to bring in Anelka has certainly impressed Baggies forward Shane Long, who is hoping to sign a new deal at the Hawthorns.
“It’s a sign that the club wants to move on to bigger and better things, that a player like Nico, known throughout the world as one of the best footballers, has come in,” Long said.
