The Togolese forward spent last season on loan at White Hart Lane, but negotiations over a permanent deal have stalled over the player’s wages.
However, with Adebayor facing a period of being frozen out at the Etihad Stadium, the north London team have managed to secure his services.
The striker has admitted that he is glad to be back at Tottenham and eager to get started with Andre Villas-Boas’ men once more.
“I am pleased to be signing for Spurs on a permanent basis after finally agreeing my departure with Manchester City,” he told the Spurs official website.
“It may have taken longer than expected but I am delighted to be back at Tottenham Hotspur.
“I really enjoyed my time here last season and I am hoping we can achieve great things together again,” he concluded.
