Zenit St Petersburg has tabled an offer worth £12m in hopes of signing Javi Garcia from Manchester City, Daily Mail reports.
Napoli have also been tracking the 27-year-old midfielder, but looks to have pulled out of the race as they are not willing to match the price the Russian side has proposed.
A move could be very likely with Manuel Pellegrini needing to offload some foreign players in order to comply with the quota for domestic talent.
Garcia is said to also be open for a move as he believes he may not get as much playing time after recent additions to the squad.
It has not been a busy transfer window for City as they were recently punished for breaching the Financial Fair Play regulations.
However, Pellegrini is still considering another major move with a £32m deal for Porto centre-back Elliaquim Mangala entering the final stages.
With the imminent completion of the deal, the French defender could join new signings Fernando, Willy Caballero, Bacary Sagna, and recent loanee Frank Lampard.
