Manchester United have been tracking the 20-year-old, as have London duo Arsenal and Chelsea.
While reports suggested that Kondogbia had a £8.5million release clause in his contract, Sevilla president Jose Maria del Nido claims that the fee is twice that.
“Kondogbia is not on the market. But whoever wants him has to pay his €20m (£17.2m) clause,” del Nido said.
“But please, any team that tries to sign him, don’t. We will consider it an attack.”
The 20-year-old played 31 times for Sevilla in the league last season, before starring in the FIFA Under-20 World Cup for France, where he raised his profile further with two goals on his way to lift the trophy. But the youngster could spend just the one season in La Liga, since moving from French side Lens last summer, with a move to England on the cards.
Real Madrid are interested in keeping him in Spain by also attempting to sign him, joining the Premier League heavyweights in pursuit of the French youngster. But with the asking price seemingly doubling for the English sides, it is unknown whether any of the clubs have been put off by the new fee.
