Samper has been representing Barca’s B team in the second tier, but despite his wishes to break into Luis Enrique’s squad, the 19-year-old has been unsuccessful.
This has alerted Wenger, who used tempted Fabregas away from the Camp Nou as a youngster.
The Frenchman is confident that he can lure the teenager to north London in a deal worth around £9.6m and is ready to cite the now Chelsea star’s success story as he looks to convince the passer.
Youngsters Hector Bellerin and Jon Toral may also be enrolled to smooth over proceedings, with the pair having both made the trip from Spain to the Emirates Stadium in recent years.
Samper still represents Barca’s backup side in the Segunda Division in Spain, where he has impressed since making his debut last year.
