The Gunners have been strongly linked with the German World Cup winner since his countryman Per Mertesacker was ruled out for five months with a serious knee injury.
And their interest in the one-time Everton youngster has seemingly escalated following an injury to Gabriel Paulista, leaving Arsene Wenger without a senior centre-back for the first few weeks of the new season.
According to reports in Germany, the north London club have now agreed personal terms with the 24-year-old, who can operate at right-back or centre-half.

That suggests they could sign him by Friday as previous reports have speculated – but the Emirates outfit are still yet to agree a transfer fee with his current employers Valencia.
