Although Arsene Wenger is still to make a formal offer, despite the Hoops setting a transfer fee of just £1.5million for the 33-year-old.
It previously looked as though the Gunners had lost out in the race to sign the goalkeeper to Italian side Napoli, although Rafael Benitez opted to sign Pepe Reina on a season-long-loan from Liverpool instead.
That move was thought to have put Arsenal back in pole position to sign Cesar, although now it appears the club are to miss out once more, after Fiorentina had an offer of €3m accepted by QPR.
Arsenal have come under fire for their failure to bring in any of their reported transfer targets so far this summer.
Their battle to sign Luis Suarez is ongoing, while they missed out on Real Madrid forward Gonzalo Higuain – who opted to move to Napoli.
It has also since been revealed the club never even launched a bid for Atletico Mineiro playmaker Bernard, despite reports suggesting a deal was close.
The fact they look set to miss out on Cesar – thought to be their first choice goalkeeping target – is news that will frustrate Gunners fans further.
