The French defender is currently on of the most sought-after players in European football, and has been linked with the English duo over the course of the past few months.
Both clubs displayed an interest in the 22-year-old over the summer, but were unable to persuade the Portuguese giants to part company with their man.
But they have maintained their interest in the commanding enforcer, which has seen speculation of a January swoop increase in recent weeks.
Mangala, who is aware of the interest being shown in his signature, says that he sees the Premier League as one of the best division’s on the planet, and one that he would like to play in:
“You can have the best agent in the world, but if you are not outstanding on the pitch you will never join any great club,” he is quoted by the Daily Star.
“The Premier League? That is no secret, to me it is the most beautiful league in the world.
“Whatever the opponent, you know it will be a fight. The game is intense, it is fast, and everyone is giving his very best.”
Manchester City have also been linked with Mangala, while Barcelona are thought to be watching the situation.
