The Brazilian international was heavily linked with the Spanish champions throughout the transfer window, with the club seeing him as the ideal long-term replacement for veteran centre-back Carles Puyol.
Speculation suggested that Blues chief Jose Mourinho was open to selling the eccentric defender, with his playing style believed to be unsuitable for his system.
Barca were reportedly willing to pay up to £65m for Luiz, but the payer himself has revealed that he rejected the opportunity to move to the Nou Camp.
“There was an official proposal [from Barcelona], but I opted for Chelsea. It was better for me and better for everyone,” Luiz said.
“I am happy to be at a big club and be in the national team representing my country.”
Luiz has come in for some criticism since his move to the Premier League, with his gung-ho approach often leaving Chelsea open to opposition attacks.
This has seen him used in a midfield position on several occasion, a role that he enjoyed some success in.
