The 28-year-old, who plays for Atletico Nacional in his homeland – has now qualified for a work permit, after his nation moved up to seventh in FIFA rankings.
This is said to have alerted a number of Premier League sides, but Everton are thought to be at the front of the queue.
Torres has a £2million buy-out clause in his current contract, which has tempted Martinez as he looks to put his own stamp on the squad he inherited at Goodison Park.
Despite being 28, his representative, Dan Chapman, says that his client could make a huge impact in England and that interest is high.
“Macnelly is a tremendous player, he just has not had the attention of many of Colombia’s bigger stars – but he is now very much on the radar of a number of clubs,” Chapman said.
“Whilst he may be 28 he still has some great years ahead of him, and we think he will be a star in next year’s World Cup supplying the ammunition to Falcao and Jackson Martinez.
“He is, and we are, very hopeful he will be playing Premier League football before the end of the transfer window.”
As well as Everton, the likes of West Brom, Hull and Crystal Palace are all said to be interested, and could rival any move made by the Toffees.
