The Italian club have no worries financially despite a miserable season last time out and are confident of keeping their best players this summer.
Hernandez on the other hand is looking for a move abroad in order to enhance his chances of making the Uruguay squad for next summer’s World Cup in Brazil.
The striker has tough competition for a spot in the talented Uruguay side with Liverpool ace Luis Suarez, Edinson Cavani and Diego Forlan all ahead of him in the pecking order.
Zamparini believes that Hernandez will stay despite speculation with agents.
“Napoli? Roma? Abroad? No, Abel Hernandez remains at Palermo,” he said.
“The clubs, instead of calling the club who owns him, make contact with agents or the player and it adds to the confusion. Hernandez is not for sale.
“To avoid speculation in the future, and if a club wishes to sign Hernandez, they must first talk with me and then agree a fee.”
