The Reds were heavily linked with the 19-year-old over the summer, but were unable to secure a deal for midfielder even though discussions with the Rams took place.
But, Brendan Rodgers has not been deterred and is prepared to make a fresh approach once the transfer window re-opens.
The Northern Irishman has instructed head scout Barry Hunter to monitor the teenager between now and the turn of the year to keep an eye on his progress.
Liverpool value Hughes at around £6million, but are willing to make an offer that could rise to around £10m to beat a number of other Premier League sides – including Manchester City and Arsenal – to his signature.
It is thought that they are willing to place a series of add-ons relating to first-team performances and potential England appearances to the deal.
Hughes is widely believed to be one of the very best players currently outside of the top tier, and has become a key member of Derby’s squad despite his young age.
Rodgers is also keen to explore the possibility of setting up a partnership with the Championship side.
It is thought that he is open to sending a number of young players on loan to Pride Park to aid their development.
