Liverpool want a permanent move and not a loan deal for winger Stewart Downing this summer, according to the Daily Mirror.
The England international is thought to be a target for Fulham boss Martin Jol but they had wanted to take him on loan and not permanently.
However, the Reds are not keen on that move but will let him go on a a full-time basis apparently.
Liverpool paid Aston Villa £20m for Downing two years ago but he has, in the main, failed to live up to that price tag and, until the latter half of this season, struggled for regular first-team opportunities.
Reports now claim they will allow the 28-year-old to move on if they get the right price – thought to be at least £10million – so boss Brendan Rodgers can use the money to strengthen his side with his own targets.
