Despite his youthful aged, Darder has made 10 outings in the opening months of the campaign, and is valued highly by Malaga.
Both City and Spurs have been alerted by his promising displays, and are keen to snap him up either in January or later next year.
The teenage ace recently penned a new deal at the club, but it is thought that an offer in the region of £11m could be enough to tempt the Spaniards to cash in.
City boss Manuel Pellegrini is believed to have a good knowledge of the youngster, having coached Malaga last season.
His relationship with the Mediterranean side may see the Sky Blues able to tie up an agreement for Darder, but Tottenham are also keen.
Andre Villas-Boas has recently spent heavily on experienced stars, but is thought to be keen to draft in players with the potential to develop at White Hart Lane.
