Toure has failed to live up to his form of last season, as have the majority of the City side and it has been hinted in recent weeks that the Ivory Coast international may be open to a move away from the Etihad Stadium.
Toure is the highest paid player in the Premier League, taking home a measly £220,000 a week and Anzhi would be willing to offer him even more than that to match their highest earner Samuel Eto’o.
Chelsea and Real Madrid are also apparently interested in signing the 29-year-old who still has two years remaining on his contract that he signed after a £24million move from Barcelona in 2010.
Talks over an extension to Toure’s contract have stalled and whispers continue to come out regarding the player’s happiness at a club that may not win a trophy this season.
