The 20-year-old has been recommended to Manuel Pellegrini by a member of his scouting staff after a number of impressive displays in Portugal.
Despite having invested heavily in his squad over the summer months, the Chilean is still keen to boost his options, with a centre-back a priority following City’s injury-blighted start to the season.
Even though Pecks is relatively unknown across Europe, Pellegrini is ready to sanction a £5m move for his signature.
Tottenham and Newcastle have also been tentatively linked with the youngster, but City are believed to be in the driving seat due to a partnership they hold with Gil Vicente.
Pecks has been lauded for his physical attributes and reading of the game, and has even been compared to current Sky Blues hero Vincent Kompany.
Pellegrini is said to be ready to push the defender straight into his first-team to provide competition for Matija Nastasic.
Pecks has made one international appearance for Cape Verde, who have recently emerged as one of Africa’s most promising footballing nations.
If the deal is agreed, it will likely spell the end for Joleon Lescott at City.
