The Premier League champions had been targeting the 23-year-old, and had considered making an offer for Strootman this summer.
But the Dutch midfielder has committed to staying at the Eredivisie side for another season, according to PSV technical manager, Marcel Brands.
“Strootman we do not want to lose. He also knows himself that he will play at PSV for another season,” Brands told De Telegraaf.
The midfielder is one of the highest rated youngsters in Europe, after impressing this season with PSV, scoring five goals as the club finished second in the league table, just seven points adrift of champions Ajax.
David Moyes had been heavily tipped to make Strootman one of his first signings at Old Trafford, since joining the club from Everton.
But now it seems that the Scottish manager will have to look at other midfield options, as he starts to build his own squad at the club. Moyes officially took over at the club on Monday, and has been linked with a host of transfer targets.
He also must decide on the future of English striker Wayne Rooney, who looks keen to leave the club this summer.
