The England U-21 international has been a long-term target for Tottenham, and is rumoured to have turned down a late £10m move to White Hart Lane.
The 21-year-old is said to be willing to leave the Seasiders, but only if he has a genuine chance of regular first-team football in the top flight.
Newcastle are hopeful that they can pip their rivals to his signature by offering a greater prospect of a starting berth.
Ince’s current contract at Bloomfield Road is set to expire at the end of the season, meaning that he could be available for a reduced fee in January.
Blackpool are desperate to keep hold of the talented youngster for as long as possible, but a £4m offer could be enough to push through a move.
