Chadli is understood to have agreed personal terms on five-year-contract at White Hart Lane, with Tottenham paying the Dutch club around £7million for his services.
Chadli had been attracting interest from other Premier League sides, including Liverpool, Swansea City and Aston Villa, although it appears Tottenham have won the race for his signature.
The winger is now set to link up with fellow Belgian stars Mousa Dembele and Jan Vertonghen at White Hart Lane.
A Tottenham statement read: “We are delighted to announce that we have reached agreement with FC Twente for the transfer of Nacer Chadli.
“Subject to personal terms and medical, the Belgian international winger will join up with the squad for pre-season training in Hong Kong.”
Chadli already has a goal to his name at White Hart Lane, having scored there for FC Twente during a Champions League fixture three years ago.
The winger holds dual citizenship, having previously played for Morocco in a friendly before deciding to represent his country of birth.
Chadli is set to become Villas-Boas’ second major signing of the summer, following the £17million capture of Brazilian midfielder Paulinho.
