Shaw is unlikely to come cheap, with Chelsea also being linked with a £30m raid for his signature.
The teenager has not shown any despite to leave the South Coast club, but the lure of an increased chance of Champions League football and challenging for silverware may tempt him.
Gareth Bale also joined Spurs from Southampton, and developed onto one of the world’s top players at White Hart Lane.
