The Brazilian giants have seen the likes of Neymar and Paulo Henrique Ganso graduate from their youth set-up in recent times, and the 19-year-old winger is held in just as high regard as the now departed duo.
But Santos are facing a battle to keep Neilton, with the teenage ace stalling on penning a fresh contract with the club.
The youngster’s current deal expires nest year, which could allow him to complete a free transfer at the end of the season.
This has alerted Tottenham, who are keen to take advantage of any unrest to snap up one of South America’s prime emerging talents.
Santos have offered Neilton a £7000-per-week contract, but he wants a weekly wage of almost triple the amount currently on the table.
Spurs are thought to have had a £7m offer for the wide-man rejected earlier this year, but may now look to agree a deal at a reduced rate or seek a pre-contract agreement ahead of a Bosman move.
Despite interest from European sides, Neilton recently claimed that he is looking to stay at Santos.
“I want to stay. We are negotiating. I am not involved in the talks, but I intend to stay,” he said.
