Andre Villas-Boas has made signing two strikers his priority, having completed the signing of Belgian winger Nacer Chadli earlier this week.
The club have also added Brazilian midfielder Paulinho to the ranks this summer, and believe they are just a couple of top class strikers short of boasting a squad capable of challenging for major honours.
White Hart Lane Technical Director Franco Baldini has been sent to Spain to hold face-to-face talks with Valencia over a possible move for Spanish forward Roberto Soldado, and have set their sights on Lopez to follow suit.
Lopez was the subject of a failed bid from Tottenham during the January transfer window.
The 30-year-old – who is also capable of playing on the wing – has just one year left to run on his current deal at Lyon, and has made it clear to the club he wishes to move on.
Lyon are willing to sell in order to prevent losing the forward for nothing in a year’s time.
Tottenham are keen to tie up the deal quickly following the news they could face competition from Liverpool to sign Soldado, who see the Spaniard as the ideal replacement for Luis Suarez should he depart Anfield.
