The 25-year-old old has publically said that he is happy to stay with the Blues and battle for first-team football, but privately he is rumoured to be ready to leave for regular action ahead of the 2014 World Cup.
Tottenham boss Andre Villas-Boas is keen to offer Mata just that, and is ready to make a move this winter.
However, Tottenham will face competition from Italian duo Napoli and Juventus.
The Serie A giants are both keen on Mata, and Chelsea may be more willing to sell to a foreign side rather than a domestic rival.
