BBC Sport reports that having had a £15m bid rejected last month, the Gunners have returned with a fresh offer and that the Scotland international is keen on the move.
It had previously been reported by The Times that £25m is the kind of fee that the Hoops are looking for before considering letting him leave.

If the deal is completed, it will be the most expensive in Scottish football history, surpassing the £19.7m Celtic got for striker Moussa Dembele last summer.
However, the homegrown talent has been a key part of the club’s massive trophy success over the last few years, making 170 appearances since his debut in 2015.
As you can imagine, the fresh Arsenal bid has provoked a lot of chatter amongst Celtic supporters with some feeling the club should hold out for a larger fee and some simply hoping the player decides his future is best served in Glasgow.
